Different temp reading than recipe requires?

    I've fermented 3 batches so far, so I was surprised on this last batch (Bavarian wheat) that the recipe temp stages and the actual holding temp isn't aligned... Is this a F1 issue or a recipe issue? I'm leaning towards the former since there has been other reports of cooling issues. Please advise!
